Recall the vivid images from Hurricane Katrina of frail elderly parents being floated out on mattresses and young children separated from their families for months. Remembering the tragic stories of the defenseless victims who were unable to evacuate is heartbreaking. Broad agreement has risen that this must change.

Safe evacuation is job one in any disaster.

Among the lessons being learned from Hurricane Katrina, our nation's largest natural disaster, this is an absolutely essential one. What happens to the vulnerable person unable to evacuate safely whose nearest relatives are not able to reach their loved one during a disaster?

SAFELY OUT™ is a project of Citizen Voice, developed in partnership with the Red Cross Sacramento Sierra Chapter, to ensure that our most vulnerable citizens -- including the disabled, frail seniors, young children and more -- are protected during a disaster.

Who are the vulnerable in a disaster?

These are the foundation of the project, and anyone who may have difficulty safely evacuating should have one. They enable easy access to critical emergency information along with a leave-behind alert system that allows the person to call for help and then notifies relatives and first responders where that person has been evacuated to.

SAFELY OUT™ Door Hanger
For placement on door or window indicating you "Need Help" or are "SAFELY OUT™."

SAFELY OUT™ Refrigerator Magnet
For storing essential evacuation information (including contact details for nearby helpers to assist with evacuation.

For storing medications and additional critical information (prescriptions, insurance, etc.).

SAFELY OUT™ Information Sheets
Including a simple how-to-guide, helper information sheets and a wallet card.

Plus, an erasable pen for use on the magnet, a permanent marker for the door hanger, and adhesive strips, if needed, for placing the NEED HELP door hanger on a window.


1. Get SAFELY OUT™ Kits ($10 suggested minimum contribution per kit, plus shipping/handling for mail orders) for your family, friends, neighbors and others. Also consider ordering some kits and then donating them back to the project to be distributed to vulnerable individuals with income constraints. KITS ARE NOW AVAILABLE. 2. Make a contribution to the SAFELY OUT™ effort. Your contribution will help us distribute kits to those who otherwise could not afford them and help provide education and outreach to the community and the vulnerable themselves. 3. Sign up for Citizen Voice/SAFELY OUT™ email updates to stay up-to-date on our project efforts. Click here or on the JOIN US button to the left (check the green SAFELY OUT™ box under interests).

4. Volunteer at events.  We are regularly asked to come out and present the SAFELY OUT™ project at events in our community.  We are currently looking for funding to support a formal volunteer program with Citizen Voice.  If you would like to volunteer or know someone who would be willing to help with the funding of this position, please contact us at (916) 503-3194 or be email at info@citizenvoice.org.  In the meantime, you can also join our mailing list to be notified about volunteer opportunities and upcoming events.  (To do this, go to our Join CV page and check the Volunteer Opportunities box in the Interests section.)
